The need for an organization to look after the various Digambara Jain pilgrimages located across the country and bring them under a unified system, this idea was first in the mind of Mumbai resident Danveer, Jainkulbhushan, Teertha Bhakta Seth Manikchand Hirachandjaveri in 1899, before the end of the nineteenth century. Got up Seth Saheb was the surveyor of Mumbai Provincial Digambar Jain Sabha. To make his resolution come true, he established the Pilgrimage Defense Department in the same meeting.
