देश भर में दूरदूर तक स्थित अपने दिगम्बर जैन तीर्थयों की सेवा-सम्हाल करके उन्हें एक संयोजित व्यवस्था के अंतर्गत लाने के लिए किसी संगठन की आवश्यकता है , यह विचार उन्नीसवीं शताब्दी समाप्त होने के पूर्वसन् 1899 ई. में, मुंबई निवासी दानवीर, जैन कुल भूषण, तीर्थ भक्त, सेठ माणिकचंद हिराचंद जवेरी के मन में सबसे पहले उदित हुआ । सेठ साहब मुंबई प्रतिक दिगम्बर जैन सभा के सर्वेसर्वा थे। अपने संकल्प को साकार करने के लिए उन्होंने उसी सभा में तीर्थ रक्षा विभाग की स्थापना की तथा समीपस्थ शत्रुजय, सारंगा और पावागढ़ आदि क्षेत्रों पर जीणोद्धार एवं व्यवस्था संबंधी कार्य प्रारम्भ कराये । यह व्यवस्था सेठ माणिकचंदजी के विराट संकल्पों की पूर्ति नहीं कर पाई । इतने बड़े देश में फैले हुए अनगिनत लीथों की रक्षा के लिए एक स्वतंत्र संस्था की आवश्यकता उनके दूरदर्शी मन में प्रखरता से उभरती रही । भारतवर्षीय दिगम्बर जैन महासभा के अधिवेशनों के अवसर पर जवेरी जी ने अपने पूज्य तीथों के विधिवत संरक्षण और संचालन की आवश्यकता समाज के सामने प्राथमिकता के रूप में प्रस्तुत की। उनके विचारों को समाज की सहमति प्राप्त हुई और इस लक्ष्य की पूर्ति के प्रति समाज में एक उत्साह भरा वातावरण बनने लगा ।

सन् में व्यापारिक व्यस्तताओं से अपने आपको मुक्त करके सेठ साहब 1900 अपनी रुचि के अनुसार तीर्थक्षेत्रों का संगठन करने और उनकी अच्छी से अच्छी व्यवस्था बनाने के लिए पूरी लगन के साथ जुट गये । अनेक अवसरों पर अनेक स्थानों पर उन्होंने तीथों की समस्याओं से समाज को परिचित कराया और उनके समाधान के लिए एक अखिल भारतीय संगठन की स्थापना का वातावरण तैयार किया । दो वर्ष के भीतर ही सेठ साहब को अपने दीर्थ प्रयास की सफलता के लिए अनुकूल अवसर प्राप्त हो गया । विक्रम संवत् 1959 में कार्तिक वदी पंचमी से दसवीं तक, तदनुसार 22-10-1902 से 26-10-1902 भारतवर्षीय दिगम्बर जैन महासभा का तक सातवां वार्षिक अधिवेशन मथुरा में आयोजित हुआ । इस अधिवेशन में मुंबई से सेठ माणिकचन्द जी अपने साथ सेठ रामचन्द्र नाथाजी, सेठ गुरुमुखराय, पडित धन्नालालजी और पंडित जवाहरलालजी शास्त्री आदि अनेक सहयोगियों को लेकर उपस्थित हुए । पडित गोपालदास जी बरेया भी उस अधिवेशन में पहुंचे ।
